地空导弹装备基地级维修合同商保障能力研究

Surface-to-Air Missiles′ Depot Maintenance and Support Capability Evaluation Based on Contractor

摘要: 基地级维修保障是武器装备战斗力的重要保证之一。作为高精尖装备的地空导弹装备,引入以装备研制企业为代表的合同商保障能够有效提高武器系统的基地级维修保障能力。对地空导弹装备基地级维修保障的主要任务进行分析归类,列出了维修保障能力评估指标参数,规定了合同商保障的企业准入机制,并提出了以任务-评估关联矩阵模型为基础的合同商基地级维修保障能力评估方法,为军方合理选择和评估合同商基地级维修保障能力提供有益借鉴。最后通过案例应用验证了该方法的有效性。

Abstract: The depot maintenance and support is one of the important guarantees of weapon effectiveness. As sophisticated equipment, the depot maintenance and support of the surface-to-air missiles. The main missions and the evaluation parameters of the surface-to-air missiles′ depot maintenance and support capability are analyzed and classified. The access permissions of contractor are listed, and a method based on mission evaluation matrix model and contractor support is proposed for evaluating the depot maintenance and support capability which provide useful reference for military selection and evaluation. Finally a case application of this evaluation method is given.
