考虑时空因素的美航母作战体系技术贡献率评估方法

摘要: 针对当前技术贡献率评估大多基于静态作战网络、评估结果可信度低等问题,提出一种考虑时空因素的美航母作战体系技术贡献率评估方法。基于OODA(observation,orientation,decision,action)作战环理论,构建考虑时空因素的美航母作战网络模型;提出基于自信息量的作战体系效能评估方法,结合技术对装备战技指标的支撑程度,建立技术贡献率评估模型;以美航母防空反导作战体系为例进行分析,结果表明所提方法充分考虑了作战网络的时空动态特性,能够更加真实客观的评估技术贡献率,为技术规划发展和装备立项论证提供方法支撑。

Abstract: Aiming at the current evaluation methods of technical contribution rate are mostly based on static combat networks with low credibility of the evaluation results,an evaluation method of technical contribution rate of U.S. aircraft carrier combat system-of-systems considering the influence of time and space is proposed.The U.S. aircraft carrier combat network model considering time and space factors is constructed based on OODA (observation,orientation,decision,action) operation loop.The effectiveness evaluation method of combat system-of-systems based on self-information is proposed. Combining the degree of technical support for equipment combat technical indicators, an evaluation model of technical contribution rate is established.Taking the air defense and anti-missile combat system-of-systems of the U.S. aircraft carrier as an example,the results show that the proposed method fully takes into account the spatial-temporal dynamic characteristics of the combat network,which can assess the contribution rate of technology more realistically and objectively,and support for the equipment project approval demonstration and technology optimization development.
