摘要:

针对传统层次分析法(analytic hierarchy process,AHP)易产生判断矩阵通不过一致性检验,评估周期长,单一专家评估主观性大的问题,提出了一种改进层次分析的群体决策方法。该方法通过构造几何平均超传递矩阵近似表示原始判断矩阵,几何平均超传递矩阵是通过对由原始判断矩阵构造的多个拓展矩阵进行几何平均得到的,弥补了原始判断矩阵不具备良好一致性的不足,这种方法既保留了专家的意见又能通过AHP法一致性检验。同时,将一致性比例引入群体决策中,对专家的权作用进行确定,最大限度地保证了指标权重的真实性。依据科学性、独立性、可行性、全面性等原则,构建了防空预警装备作战效能指标体系,通过构建的指标体系对装备部署方案进行了实例分析,表明该方法可行、合理、有效。

Abstract:

A group decision-making method based on improved analytic hierarchy process (AHP) was proposed to address the problems of traditional AHP, such as judgment matrices failing consistency checks, long evaluation cycles, and high subjectivity of single expert evaluations. This method approximated the original judgment matrix by constructing a geometric averaging supertransitive matrix. The geometric averaging supertransitive matrix, obtained by geometrically averaging multiple extended matrices constructed from the original judgment matrix, compensated for the lack of good consistency in the original judgment matrix. This method retained expert opinions while passing the AHP consistency checks. At the same time, introducing the consistency ratio into group decision-making to determine the authority of experts maximizes the authenticity of index weights. On the basis of the principles of scientificity, independence, feasibility, and comprehensiveness, a combat effectiveness index system for air defense early warning equipment was constructed. Through the example analysis of the equipment deployment plan using the constructed index system, it was demonstrated that the method was feasible, reasonable, and effective.
